I think India does not want to improve relations with Pakistan. Reason being, the permanent animosity because of core principle that created Pakistan. The Two Nation Theory. A strong Pakistan will always assert superiority based on religion. Its not in the religion, but in the philosophy behind creation of Pakistan. This is why they identified themselves with Arabs and invaders who looted India, instead of Sufis and Ganga-Jamuna culture of co-existence.

The conflict of concepts of Two Nation Theory Vs Union of diverse India, at its core is as conflicting as communism and capitalism. Two Nation Theory says that if two cultures are different they should live separately in separate lands. Union of diverse India opposes this. These concepts are existential threats to each other, just like communism and capitalism. What comes out of these, cannot be friendly.
